- Go To Teams.
- Create a Team.
- Add the user to that team.
- Go to your repositories.
- Click on repository.
- Click on Collaborators.
- Choose the team created from step 3 and Access rights.

There is no harm in having public repositories. However it is true that recruiters like to browse your GitHub profile and see what you have done.
